At this point, start a support ticket. The Nortel 1535 IP Phone requires a bit of custom provisioning by voip.ms.

Explanation: Without the custom provisioning, when the 1535 dials a PSTN number, the server will send an RTP "183" message to the 1535 to set up the audio path. The 1535 does not properly interpret the 183 message. So, when the far end answers, ringback continues on the 1535 and the audio path setup does not complete. voip.ms support will set the server so that it sends a 180 instead of a 183.

For confirmation of the problem: After the far end answers, but the caller still hears ringback, the caller on the 1535 may place the outgoing call on HOLD, and then immediately take it off HOLD. This will stop the ringback and establish a normal audio path.
